In keeping with the Center’s legislative mandate to study complex policy issues, the Planning and Evaluation Program conducts a wide range of analyses of traffic safety-related issues with an eye to improving laws, regulations, and practices.

Some of these analyses are self-initiated; others are done at the request of state and federal policy makers. During its first year of operation, the Planning and Evaluation Program studied topics that included red light running countermeasures, impediments to blood alcohol concentration testing and reporting on fatal crashes in Texas, and speed limits on Houston area freeways.
