July 14–16, 2021

Join us for the virtual 2021 Traffic Safety Conference. This year’s virtual conference will bring together transportation safety stakeholders from all over the country. We will discuss various topics including how COVID has affected transportation safety. Sessions will also focus on high priority safety issues and innovative solutions to #EndTheStreak of daily fatal crashes in Texas. The agenda, interactive activities, and discussions will target engineering, enforcement, education and outreach, emergency responders, and community/stakeholder engagement. We’ll also highlight information and strategies relevant to employers.

Keynote Speakers

Nanda Srinivasan

Nanda Srinivasan is the Associate Administrator for Research and Program Development at NHTSA, where he oversees four offices that formulate, implement, and evaluate traffic safety programs. In this role, he is responsible for developing programs to increase seat belt use, to decrease impaired driving, and to improve the safety of motorcyclists, bicyclists, pedestrians, older drivers, and emergency medical services.

Mr. Srinivasan previously served as the Director of Statistical Methods and Research at the U.S. Energy Information Administration (EIA). He led the office in overseeing survey development, statistical methods, data integration, and quality assurance for all EIA products. Prior to his time at EIA, he served for more than six years as a Senior Program Officer at the Transportation Research Board. He oversaw many programs and projects related to transportation research, including the development of guidebooks for states and local agencies on transportation planning and policy. Prior to TRB, Mr. Srinivasan significantly contributed to the development of transportation data, including national resources such as the Census Transportation Planning Package and the National Household Transportation Survey. He holds a Masters in Transportation Engineering from the University of Nevada, Las Vegas.

C. Michael Lee, P.E., serves as Director of Engineering and Safety Operations. Under the direction of the Chief Engineer, Lee oversees and coordinates TxDOT’s engineering operations.

Before joining TxDOT, Lee spent nine years as a water well contractor designing, estimating and supervising the construction and installation of residential, commercial, municipal and agricultural water wells, pumps and treatment systems.

Lee joined TxDOT in 1997 as an engineering assistant in Mount Pleasant and soon moved up to transportation engineer in the Marshall area office and then the Atlanta area office. In 2007, Lee became the area engineer in San Augustine, and later the Nacogdoches area engineer when the two offices combined in 2010.

In 2013, Lee was promoted to director of operations for the Paris District, and in 2014, promoted to Maintenance Division director.

Lee is a 1988 graduate of Texas A&M University with a bachelor’s degree in petroleum engineering.

Creating Successful Stakeholder Engagement
Saving lives on our roads requires all of us to work together. Building coalitions and networking strengthens our ability to accomplish this goal. When people and organizations come together, share ideas that work and implement action, positive, long-term change can result. The National Highway Traffic Safety Administration brings together several examples and strategies of how we are better together.

Data, Strategic Planning Driving Success in Tom Green County Sheriff’s Office’s STEP Program
Changes to TxDOT’s Selective Traffic Enforcement Program in 2018 were designed to help law enforcement develop and enhance data-driven traffic-enforcement and social-harm reduction strategies. While many STEP agencies have enjoyed success since the changes, the Tom Green County Sheriff’s Office (TGCSO) has enjoyed success in both reducing crashes at previous trouble spots and increasing DWI and other arrests, as well as an increase in deputies wanting to participate in the program. TGCSO Sgt. Gary Cole will discuss the keys to his STEP program’s success, followed by a presentation of new traffic-program-related data-collection tools from LEADRS (Law Enforcement Data Recording System), and Texas Law Enforcement Liaison Michael Munson will discuss simple data hygiene strategies that every agency can use to begin building toward and enhance success in using data to reduce social harms in their communities.

Finding the Needles in the Haystack – Using Safety Analysis Tools to Improve Safety
In order to implement safety countermeasures, it’s critical to know what locations have the greatest potential for safety improvement. This can be a daunting task, as crashes are often spread over the entire network, and may not conveniently concentrate themselves, and these locations may or may not be the locations with the most crashes.

The purpose of this session is to familiarize you with practical, user-friendly tools that can help you identify locations where the potential for safety improvement is greatest. The instructors will focus on the TxDOT safety scoring tools, safety benchmarking, systemic tools for addressing unconcentrated crash types (such as pedestrian crashes), estimation tools for pedestrian crossings, intersections, and roadway segments (freeway and non-freeway) Several of the tools incorporate both vehicular and pedestrian crashes. The emphasis will be on spreadsheet-based tools that are straightforward to use, and freely available.
